The 2025 OECD inventory shows that export restrictions on staple crops fell by nearly 50% between August 2024 and June 2025, after peaking in early 2024. India, Argentina and Russia removed several rice, maize, soybean and wheat measures during this period.
Fewer export curbs free up more supply for world markets, which weighs on prices for rice, wheat, corn and soybeans. The effect is gradual and reflects policy easing already under way.
