Russian market participants and traders do not expect the newly announced fertilizer export quotas to materially affect exports. The quotas for Dec 1, 2024 to May 31, 2025 cut urea, UAN and AN limits by about 10% to roughly 11.2 million mt, and raise MAP, NPK and NP limits by about 10% to roughly 8 million mt.
Participants say the limits are a slight adjustment of existing restrictions and may not be fully used.
Because the quota changes are small and the limits may go unfilled, the supply impact on urea and phosphates looks limited, so prices are unlikely to move much on this news alone.
After 26 past neutral policy events, Urea moved a median -1.0% over 5 sessions (27% higher; middle half -4.1% to +0.6%), and -2.5% over 20.
After 29 past neutral policy events, DAP moved a median +0.2% over 5 sessions (55% higher; middle half -0.4% to +1.3%), and +1.9% over 20.
