The American Relief Act of 2025 includes $9.8 billion in market relief payments for 20 covered crops and extends the farm bill through September 30, 2025. FAPRI analysis projects Texas, Iowa, and Illinois as the largest recipients.
Corn, soybeans and wheat are expected to account for about 80% of estimated payments.
Direct payments can support farm incomes and planted acreage for corn and soybeans, slightly cushioning the downturn and reducing forced selling. The effect on near-term futures is modest because the payments are already known.
