Growth Energy submitted comments to the EPA on its proposed supplemental biofuel rule, calling the proposal flawed. The group asked the agency to account for a rolling average of actual exempted volumes from the three most recent compliance years.
It said the final 2020 targets must fully offset biofuel demand lost to oil industry exemptions.
If the final rule accounts for lost exemptions, ethanol and biodiesel demand for corn and soybean oil would be higher than under the current proposal. The comments are advocacy and do not themselves change volumes.
