The EU introduced a progressive tax on Russian and Belarusian fertilizer imports, with a 6.5% duty plus a €40/t levy since July. Urea imports from Russia fell by about two-thirds in July and August.
The levy will rise to a maximum of 6.5% plus €430/t by July 2028.
Reduced Russian supply into Europe tightens the European urea market and supports European producers, which can raise prices. The tax also links fertilizer output to EU gas demand.
After 129 past bullish policy events, Urea moved a median -0.1% over 5 sessions (47% higher; middle half -1.3% to +2.3%), and +1.4% over 20.
