USDA is administering the $8 billion Harvest Fuel Relief Program, which provides one-time payments to offset higher diesel costs during harvest. Diesel has been above $6 per gallon since mid-September, and the payments are authorized under the CCC Charter Act.
Fuel relief offsets farm diesel costs but does not change crop supply, so its effect on grain prices is indirect, though it may support farm spending on harvest.
After 27 past neutral policy events, ULSD / Diesel moved a median -1.4% over 5 sessions (41% higher; middle half -4.3% to +2.6%), and -4.6% over 20.
