The OECD's Agricultural Policy Monitoring and Evaluation 2026 report recommends that India limit ad hoc export restrictions on sugar and other farm commodities. It also suggests extending India's Agricultural Export Policy framework to more products and easing restrictions on rice, wheat, sugar and onions.
The report notes a roughly 4% rise in the sugarcane fair and remunerative price in 2025 and negative producer support of 9.2% of gross farm receipts in 2023-25.
The recommendation points toward more predictable Indian export policy, which would reduce sudden supply shocks in world grain and sugar markets. Because it is a policy recommendation rather than a new restriction, its near-term price effect is limited.
