The USDA has rolled out more than $15 billion in payments, loans and programs for farmers since mid-October, led by an $8 billion one-time Harvest Fuel Relief diesel payment announced October 19. The package also includes at least $5 billion in guaranteed loans for ranchers and fishermen, $1.8 billion for conservation program participants, and $573 million for fertilizer manufacturing.
Payment timing has not been set, with rates for major crops due in November.
The aid offsets rising diesel and input costs for farmers but does not directly change supply, so it has little immediate price effect on feed grains. Cash support may keep some production decisions unchanged, while fertilizer manufacturing funds could support longer-term supply.
After 27 past neutral policy events, ULSD / Diesel moved a median -1.4% over 5 sessions (41% higher; middle half -4.3% to +2.6%), and -4.6% over 20.
