Sri Lanka's government has imposed price ceilings on urea, muriate of potash and triple superphosphate, and AgStar says the controls have left fertilizer margins very thin. Sales fell sharply in the last quarter of the 2017/18 financial year as private importers pulled back, creating a shortage.
The government then moved to restore supply through its own interventions.
Price ceilings below world levels discourage imports and create local shortages, so Sri Lankan fertilizer demand is being met through state channels. The effect on global fertilizer prices is small given the country's limited import volume.
