Dairy groups criticized USDA's tariff aid, which provides about 12 cents per hundredweight on half of farms' highest 2011-13 milk production, an estimated $127.4 million total. NMPF said the payments cover less than 10 percent of dairy losses from retaliatory tariffs imposed by Mexico and China.
Milk futures have fallen sharply since late May.
Retaliatory tariffs cut export demand for dairy products and pushed down milk futures. Limited aid means producers may cut herd size or output, but the aid does not change the underlying price pressure.
