The European Commission proposed additional tariffs on fertilizer imports from Russia and Belarus, adopted January 28. The fees start at EUR 40-45/mt in July 2025 and rise to EUR 315-430/mt by 2028, with an accelerator that could bring them to maximum levels earlier.
Higher EU duties on Russian and Belarusian urea and phosphates reduce import supply into Europe and support fertilizer prices. Because the proposal sets a clear, escalating cost, it has a material effect on global nitrogen and phosphate trade flows.
After 129 past bullish policy events, Urea moved a median -0.1% over 5 sessions (47% higher; middle half -1.3% to +2.3%), and +1.4% over 20.
