The European Commission answered a parliamentary question on the EU Deforestation Regulation benchmarking system, saying the methodology was published on 22 May 2025 and uses FAO forest data to classify countries by risk. A large majority of countries are classified as low risk, with a first review planned for 2026.
Country risk tiers determine due diligence burdens for soy, palm oil, cattle and cocoa exports to the EU, so the classifications can shape which origins face higher compliance costs and where buyers source feed ingredients.
