The Trump administration proposed lockage fees or tolls on barges to fund inland waterway lock-and-dam upgrades, including a $108 million annual user fee in the FY2018 budget. Industry groups say the fees would reduce prices paid to farmers at river terminals.
Barge tolls would raise freight costs for grain shipped on the Mississippi, Illinois and Ohio rivers, lowering farm-gate bids and widening export basis.
