US grain, feed and oilseed groups, including the NGFA, oppose proposed Section 301 fees on Chinese-built and Chinese-operated vessels. They warn the rules could remove about half the global bulk fleet available for US exports, which move nearly one-third of US grains and oilseeds.
If enacted, the fees and fleet restrictions would raise ocean freight costs and reduce shipping capacity for US grain exports, widening basis and cutting competitiveness against Brazil. The proposal is still under consideration, so its effect on prices is a risk rather than a confirmed change.
