The WTO found China improperly managed its tariff rate quota on wheat, corn and rice. The US asked for authority to retaliate on July 26, but China blocked the request and triggered an arbitration panel.
China's wheat TRQ is 9.64 million tonnes at a 1% duty, with a 65% duty above that, and China imported about 10.5 million tonnes in 2020-21 with 10 million forecast for this year.
Continued uncertainty over TRQ allocation affects how much wheat and corn China buys at low duty. Potential US retaliation tariffs could also redirect trade flows in grains.
