On August 31, U.S. Trade Representative Robert Lighthizer asked the WTO to set up a dispute panel on Chinese tariff-rate quota policies for wheat, corn and rice. China objected at that meeting, and the Dispute Settlement Body deferred the panel request.
The U.S. can renew the request, and it can only be blocked if all members agree.
The dispute targets China's import quota administration, which shapes how much U.S. grain can enter China. Renewed progress would keep a trade barrier in focus for U.S. grain exporters, though the immediate price effect is limited.
