Iowa State University researcher Yoshinori Suzuki proposes a public-private funding model to rehabilitate the 27 aging locks and dams on the Upper Mississippi. Barges carry about 60 percent of US grain exports, and the share of delayed vessels rose from 35 percent in 2010 to 49 percent in 2017.
Lock delays raise freight costs and can strand grain and input flows, affecting feed grain basis. A funding model is only a proposal, so near-term price impact is limited.
