The Army Corps of Engineers partially reopened the Upper Mississippi to barge traffic on June 27. Iowa farmers say the slow recovery is delaying their income, and some have not been able to plant because fertilizer arrives by barge.
A Rock Island terminal reported only about a dozen barges had moved since mid-March, against normally one or two per day.
Delayed fertilizer deliveries could cut planted acreage and raise input costs, while stored grain waiting for barges adds to local supply and pressures farm-gate basis.
