U.S. lawmakers are set to return on November 9 with a possible federal fuel-tax suspension and a highway funding bill under consideration. A diesel tax holiday would require congressional approval and could save up to 24.4 cents per gallon, while a five-month suspension is estimated to reduce Highway Trust Fund revenue by about $17 billion.
A tax suspension could temporarily lower diesel costs for carriers and other fuel users, although pump savings are uncertain and no measure has been approved. The policy could also constrain highway funding.
After 21 past bearish policy events, ULSD / Diesel moved a median -2.4% over 5 sessions (38% higher; middle half -6.5% to +4.7%), and -1.1% over 20.
