EPA held a virtual hearing on a proposal to reallocate 770 million renewable fuel credits (RINs) that were exempted through small refinery exemptions. Renewable fuel groups testified in support of full reallocation, while Clean Fuels Alliance America proposed splitting the volumes equally between 2026 and 2027.
Carried-forward credits would reduce near-term demand for newly produced biofuels, which weakens demand for soybean oil and other feedstocks. The final decision on how much is reallocated will determine how much the biofuel mandate tightens.
