The US Department of Commerce completed the first full sunset review of the countervailing duty order on phosphate fertilizers from Morocco. It determined that revoking the order would likely allow subsidies to continue or recur at a net rate of 20.04 percent for OCP S.A. and other producers.
The finding does not set a new cash deposit rate, and the ITC's separate injury review is still pending.
The order keeps US import costs for Moroccan phosphate elevated, supporting DAP and TSP prices in the US market while the injury review determines whether duties stay in place.
After 151 past bullish policy events, DAP moved a median +0.0% over 5 sessions (50% higher; middle half -0.6% to +0.9%), and +1.9% over 20.
