The Federal Register published the EPA's October 28, 2019 supplemental notice of proposed rulemaking on the 2020 Renewable Fuel Standard percentage standards and the 2021 biomass-based diesel volume. The notice responds to comments on the July 2019 proposal.
It also proposes projecting 2020 small refinery exemptions from a three-year average of Department of Energy relief.
The proposed percentage standards set the biofuel blending demand for corn and soybean oil in 2020 and 2021, so the final numbers will influence prices for those feedstocks.
After 318 past bullish policy events, Corn moved a median -0.1% over 5 sessions (48% higher; middle half -1.4% to +1.5%), and -0.2% over 20.
After 842 past bullish policy events, Soybean Oil moved a median +0.2% over 5 sessions (52% higher; middle half -1.6% to +2.1%), and -0.5% over 20.
