Flexible and creative: The pathways to farm bill funding

House and Senate Ag committee staff said at the AFBF convention that a farm bill is still possible this year but faces major funding gaps of $70-100 billion above baseline. Republicans plan to shift IRA conservation funds and add guardrails on SNAP's Thrifty Food Plan.
