The National Biodiesel Board filed comments urging EPA to raise 2020 biomass-based diesel volume to 2.8 billion gallons and to fully account for small refinery exemptions. It cited USDA's August forecast of 785 million bushels of 2018 soybean ending stocks and LMC's estimate of over 4.4 billion pounds of distillers corn oil output.
Larger biodiesel targets would draw more soybean oil and distillers corn oil into fuel use, supporting those oil prices. Feedstock availability cited in the comments suggests the demand is achievable.
