An EWG analysis finds that federal crop insurance and ARC or PLC programs paid farmers multiple times for the same losses in 2014 and 2015, costing taxpayers about $23.9 billion. The report calls for reform of overlapping subsidy programs.
Overlapping payments support farm incomes and can keep acreage in production, but reform debate does not immediately change supply or prices.
