Renewable Fuels Association chief Geoff Cooper says EPA Administrator Andrew Wheeler indicated the agency could slow small refinery exemptions because RIN prices are low. There are 39 pending exemption petitions awaiting decision.
Cooper notes compliance costs have dipped to seven-year lows, so few refiners should qualify.
Fewer exemptions would keep biofuel mandated demand higher, supporting soybean oil and corn ethanol demand.
