Cecafé, the Brazilian coffee exporters council, describes the EU's Implementing Regulation (EU) 2025/1093 published May 22, which classifies all countries as low, standard or high risk under the EUDR. The risk tier sets the share of operators subject to compliance checks, at 1% for low risk and 3% for standard risk.
Brazil's soy and cattle exporters will face the risk-tier checks under the EUDR, and any standard-risk designation could raise compliance costs for soy meal and beef flows to Europe.
