The Philippines' National Food Authority raised its buying price for clean, dry palay to as much as 30 pesos/kg, with a minimum of 28 pesos/kg, and increased the maximum purchase limit per farmer from 200 to as many as 500 bags per cropping season. The policy is intended to support farm incomes and build government rice reserves amid concerns about possible El Niño-related crop losses.
Higher guaranteed procurement prices and expanded government buying can strengthen domestic demand for palay and support farmgate and rice prices. Building public reserves may also reduce the amount of rice immediately available to the market, particularly if weather threatens production.
