From November 3, 2026, Ukrainian state railway Ukrzaliznytsia restricted grain hopper cars marked 'UTLC' on routes to the Danube port of Reni and toward Romania and Moldova. Orders CD/91 through CD/94 ban grain shipments in these railcars to Reni stations and transit toward Ukraine, Moldova and Romania, with exemptions for 1435 mm gauge cars and loading at Vadul-Siret.
The restrictions apply to all consignees.
Reni is one of the few Ukrainian outlets for grain beyond the threatened Odesa ports, so losing rail access there tightens export capacity and can widen Black Sea wheat and corn basis discounts, supporting world prices.
