Russia's Ministry of Agriculture published a draft order lowering maximum price thresholds for state grain interventions from 1 November 2026 to 30 June 2027. Minimum purchase prices for third-class wheat fall to 12,210 rubles per tonne from 14,630, roughly 15-17% lower.
The planned purchase volume is well below the drop in Russian wheat exports.
Lower intervention floors signal that domestic Russian wheat prices are falling, supporting export competitiveness and pressuring global wheat values.
