Russia resumed issuing departure permits for grain vessels transiting the Sea of Azov and Kerch Strait into the Black Sea, the first such shipments allowed since a July closure. The closure followed Ukrainian drone attacks on Russian vessels and export infrastructure.
Permits are reportedly valid until November 15 and vessels may move under a Russian naval escort.
Restored access for Russian grain exports adds supply to the Black Sea market and eases the logistics premium on wheat, which is mildly bearish for wheat prices. Continued drone risk could still reverse the reopening and keep freight costs elevated.
After 137 past bearish logistics events, Wheat (SRW) moved a median -0.3% over 5 sessions (44% higher; middle half -2.2% to +1.0%), and +0.0% over 20.
