APROBI, the Indonesian biofuel producers association, said biodiesel subsidies since 2015 have been funded by a palm oil export levy collected by the BPDP fund rather than the state budget. The levy is paid by palm exporters on exports of CPO and derivatives.
The group said the biodiesel mandate, halted in 2014, is backed fully by private exporters.
The levy-funded biodiesel program absorbs palm oil into domestic fuel use, supporting Indonesian CPO demand and prices if the mandate expands.
