The National Biodiesel Board submitted comments asking the EPA to properly account for small refinery exemptions in the 2020 Renewable Fuel Standard rule. The NBB said the EPA's October 15 proposal would significantly underestimate future exemptions and fall short of meeting renewable volume obligations.
It urged the agency to use a three-year average of exempted gallons instead.
If the EPA underestimates exemptions, biomass-based diesel and ethanol demand would be lower than mandated, which weighs on soybean oil and corn-based ethanol demand. A final rule closer to the NBB position would support soybean oil and corn prices.
