The US Department of Commerce initiated countervailing duty investigations into phosphate fertilier imports from Morocco and Russia, petitioned by The Mosaic Company. Commerce will examine eight alleged subsidy programs for each country, including loans, tax programs and less-than-adequate-remuneration benefits.
Imports in 2019 were valued at about $729.4 million from Morocco and $299.4 million from Russia.
If Commerce and the ITC find subsidies and injury, duties would cut lower-priced phosphate imports and support US DAP and phosphate prices. Feed buyers could face higher costs for phosphate-based inputs over the coming months.
