The US Commerce Department made a preliminary affirmative countervailing duty determination on phosphate fertilizer imports from Morocco and Russia, with rates of 19.97% for OCP, 9.13% for PhosAgro, 47.05% for EuroChem and 17.2% for other producers. The US International Trade Commission is expected to decide in March, and the imports total roughly $1 billion annually.
