USDA began implementing farm debt relief for socially disadvantaged producers under the American Rescue Plan Act, passed in March 2021. The main component is 100% debt forgiveness plus 20% for tax effects, for loans outstanding as of January 1, 2021.
The assistance totals about $5 billion of the $16 billion in agricultural relief.
Debt relief may keep some producers in operation but does not change the overall supply or demand balance for feed grains. Its price effect is negligible.
