A federal watchdog report found that USDA's 2018 and 2019 Market Facilitation Program payments exceeded actual trade damage, with corn producers receiving about $3 billion more than USDA's damage estimate. Farm groups received more than $21.7 billion in those years across major crops, plus dairy, hog and specialty crop payments.
The findings affect how future trade-aid programs are designed and funded, but they do not change current feed supply or demand. Any price effect on corn is likely minimal.
