An EWG analysis finds that proposed increases in farm bill price guarantees would mainly benefit farmers growing rice, peanuts and cotton in Southern congressional districts. Corn and soybean farmers in the Midwest would see few gains from the proposed increases.
The analysis also notes that top producers receive most Price Loss Coverage payments.
Higher price guarantees would support payments to rice growers more than to corn or soybean growers, so the effect on feed grain and oilseed supply is small. Any eventual change would be a policy signal rather than an immediate price driver.
