The EPA has proposed reallocating all additional 2025 Small Refinery Exemptions into future Renewable Volume Obligations. The proposal responds to the August 2026 grant of 1.76 billion RINs for 2025, well above the roughly 990 million previously projected, and targets the 770 million excess RINs for redistribution across 2026 and 2027.
Redistributing the excess RINs into future mandates keeps biofuel volumes higher than they would otherwise be, supporting soybean oil and other feedstock demand for biodiesel and renewable diesel.
After 842 past bullish policy events, Soybean Oil moved a median +0.2% over 5 sessions (52% higher; middle half -1.6% to +2.1%), and -0.5% over 20.
