A lawcode analysis of the May 2026 draft delegated act says it would add 17 product codes to EUDR Annex I, delete three and clarify one. Additions include frozen beef tongues, soluble coffee, palm oil derivatives and soap, while cattle hides, skins and leather are removed.
The draft remains open to consultation until June 1, 2026.
Adding beef, coffee and palm derivatives extends due-diligence requirements to more EU import flows, while removing leather eases compliance for that trade. Final scope will determine which buyers face the extra documentation burden.
After 513 past neutral policy events, Palm Oil moved a median 0.0% over 5 sessions (50% higher; middle half -1.6% to +1.4%), and -0.1% over 20.
