Representative Ralph Abraham has proposed a bill to change the basis for the $12 billion farm aid payments from harvested acres to planted acres. The change would let some Louisiana soybean growers qualify for payments designed to offset tariff losses against China.
The proposed change would expand aid eligibility for some soybean acreage but does not alter export demand or the China tariff situation. Its effect on soybean prices is minimal.
