President Trump authorized the Agriculture Department to launch the second and final round of $11 billion in trade mitigation payments to farmers hit by tariffs. The payments are being distributed through USDA's Market Facilitation Program.
The payments cushion producers against tariff losses but do not directly shift commodity supply or demand. Feed buyers should expect farmers to keep planting and marketing based on export access rather than these transfers.
