USDA Farm Service Agency Administrator Richard Fordyce said at a Fargo event that the first part of the second $14.5 billion round of trade aid, MFP 2.0, would be paid before the end of August. He called the payments a stopgap while the administration works to resolve trade disputes with China and others.
Trade aid payments can keep farmers supplied and marketing grain despite weak export sales, but they are a temporary cushion rather than a fix for lost demand from China.
