USDA announced up to an additional $14 billion in direct aid for producers facing COVID-19 market disruptions, funded through the CCC and CARES Act. Signup for the Coronavirus Food Assistance Program (CFAP 2) runs from September 21 through December 11, 2020, at FSA county offices.
Large direct payments can support farm cash flow and livestock and row-crop holding decisions, which may dampen selling pressure. The effect on feed-grain and meal prices is likely modest.
