The EPA proposed biomass-based diesel blending targets of 5.61bn USG for 2026 and 5.86bn USG for 2027, above the current 3.35bn USG mandate and above industry expectations. The proposal would also cut RIN credit generation by 50pc for imported biofuels or foreign-feedstock fuels.
Soybean oil futures jumped to 54.6¢/lb, the highest since October 2023, and D4 RINs rallied.
Higher mandated biofuel volumes and the penalty on imported feedstocks should lift demand for domestic soybean oil and substitute vegetable oils such as palm, pushing up feedstock prices.
