It also notes that about 60% of US agricultural export value and 65% of volume moves through ocean ports, and that a phased shift to US-flagged vessels is proposed.
Higher port fees and a shift toward US-flagged ships would raise export handling costs and could reduce available vessels for US bulk grain. That increases the cost of US origin cargoes relative to competing suppliers.
