Indonesia extended export restrictions from 15 February 2022 to palm mill effluent under HS 1522.00.90, palm fatty acid distillate and other waste-oil feedstocks used for biodiesel and HVO. Used cooking oil exporters had lobbied for an exemption but were denied.
Exports now require proof of domestic sales equal to 20% of planned volumes.
Restricting waste oil and palm residue exports diverts feedstock into the domestic market and tightens global supply of biodiesel inputs, supporting palm-based oil prices.
