The Commission published a revised EUDR on May 4, 2026, shifting primary due-diligence responsibility to the first operator placing products on the EU market or exporting them. Simplified statements are introduced for micro and small primary operators, and the aim is to cut annual compliance costs by about 75%, from about 8.1 billion to 2 billion euros.
Concentrating due diligence on primary operators reduces friction for downstream traders of soy and palm products bound for the EU. Lower costs may support EU import volumes, but the regulation still constrains supply from deforestation-linked origins.
