President Biden signed an executive order effective July 18 blocking a nationwide U.S. rail strike for at least 60 days by appointing a Presidential Emergency Board. The board will hold hearings and issue recommendations within 30 days, after which the unions and railroads have 30 more days to negotiate before a mid-September self-help period.
A possible rail stoppage during fall harvest would hamper grain and feed shipments, widening basis and freight costs and supporting feed-grain prices in affected regions.
