Black Sea shippers are shifting cargo to Ukrainian ports such as Odessa after customs reforms cut clearance times to one to two hours, versus three to four hours in Russia. Terminal handling charges in Odessa are also lower, at $186.30 per TEU compared with $200 to $210 at Novorossiysk.
Faster, cheaper Ukrainian port handling can redirect grain and container flows toward Odessa, modestly affecting Black Sea export logistics costs and competition among origins.
